I read an interesting thing on Reddit recently. A founder mentioned that they find the best fit for their small team by working with members on retainer-based freelance positions first, and if they are culturally a good fit, they offer them a full time position. This gives both parties time to assess if they are a good fit.
Although it may happen that some professionals would not want to experiment with this structure and it can be a limitation.

This is a good answer, but this is notoriously difficult. Hiring people from within the founding team's network is an easier way.
